Chief Engineer- Civil (Extension Project):: MEPA has been retained by a leading Global scale Cement company in Eastern Province of Saudi Arabia having two manufacturing plants located 100 km from King Abdul Aziz Port at Dammam, Saudi Arabia to identify a Chief Engineer- Civil (Extension Project).

| Basic Function : |
Supervises the inspection of all civil/structural activities carried out by contractors to determine structural soundness and compliance with specifications, building codes, time schedules and other regulations.

| Duties Performed: |
a) Coordinates and supervises the activities of civil/structural inspection personnel assigned to all project sites.
b) Ensures the proper operating condition and efficient utilization of assigned equipment, tools and manpower to perform the required inspection works.
c) Formulates and implements detailed work plans for the efficient inspection by the various inspection groups of the assigned sites.
d) Discusses, coordinates and resolves problems related to the civil/structural inspection personnel with personnel throughout the Project and, on occasion with Plant’s personnel to ensure that inspection works are consistent with the established standards.
e) Analyzes data, designs and performance of civil/structural works & installations to determine the need for modification with respect to utilization efficiency and consistency with established safety standards.
f) Reviews and interprets plans, blueprints, site layouts, specifications, material proposals, construction methods and erection procedures pertaining to civil/structural works at all project sites to ensure compliance to contract requirements, building codes and safety regulations. Submits recommendations to his supervisor.
g) Reviews and verifies civil/structural work measurement sheets and invoices related to all project sites submitted by contractors. Submits recommendations to his supervisor.
h) Reviews work progress at all project sites and ensures compliance to established time schedules. Reports findings to his supervisor.
i) Maintains efficient filing and record keeping system for all project areas.
j) Inspects and reviews the various work activities of assigned personnel and provides the required technical guidance and work directives to respective personnel as required.
k) Coordinates with contractors and consultants personnel on all matters related to project works.
l) Attends weekly project site meetings and any other meetings as directed by his supervisor.
m) Ensures the efficient inspection of all civil and structural works in terms of quality and quantity. Prepares comprehensive and timely reports and submits to his supervisor.
n) Participates in inspection of site work activities, particularly key/important structures to ensure adherence to safety standards, building codes, and technical specifications.
o) Selects, trains and motivates assigned personnel to ensure a safe, efficient and stable work environment.
p) Carries out regular inspections of all project sites to ensure cleanliness, housekeeping, and safe work environment at all times. Instructs contractors accordingly and reports any violations to his supervisor.
q) Performs other miscellaneous related duties as directed by his supervisor.

| Work Contacts : |
Regular contacts with contractors’ and consultants personnel.
Regular contacts with senior personnel at middle management level and occasionally with Department Heads at the Plant for coordinating assigned maintenance work activities.
Occasional contacts with suppliers’ representatives.

| Independence of Operation : |
Reports to Deputy Project Manager, Civil.
Works according to specialized professional standards and ordinary administrative procedures.
Completed work assignments are reviewed by Deputy Project Manager, Civil
|
| Physical Effort : |
Moderate physical exertion while supervising and inspecting construction work.
|
| Work Environment : |
Subject to work requirements, average 50% exposed to prevailing weather conditions and 50% in AC environment.
|
| Supervisory Responsibility : |
Supervises::
Civil Engineers and other subordinates as may be assigned.
|
| Minimum Requirements : |
a) Completion of University education in Civil Engineering.
b) 10 years experience in supervising heavy industrial civil/structural construction projects, preferably cement plants.
c) Fluency in the English language.
d) Good knowledge of MS Office applications, knowledge of AutoCAD desirable.
d) SAG driving license.
